The Trio
This work is the combined result of team research which began in Texas during 1984 with Eric Gilder, Mervyn Hagger and Genie Baskir, who is the primary narrator of this presentation. 'Dial 999 for Caroline' is one small part of a huge body of researched work. It did not 'pop out of the sky', it has taken a lot of time by a few people who have spent several thousands of US Dollars and UK Pounds to uncover the true story about 'Radio Caroline'. A lot of serendipity was involved while following apparent interconnected leads.
The Objective
At first the team (referred to herein as 'we' and the 'Trio'), accepted the publicly promoted myths regarding the creation of 'Radio Caroline', because it was not our primary focus. Somewhat late in the day we were directed to look for documents that ultimately revealed that the accepted version of the story is completely false.
But that is not all.
Along the way the interconnected subject matter we have been investigating has grown wider in scope. It has now expanded well beyond anything to do with offshore radio, while still including offshore radio as part of our ongoing research. As that research has progressed, we posted our findings on line in the hope that others would contribute towards this new knowledge base.
That did not happen.
Instead, some 'anoraks' (fans of 'pirate radio'), stole portions of our work and claimed it as their own, after twisting it to fit in with more of their own bogus information. They were able to do that because we posted our findings for all to read, free of charge. It seems that radio 'anoraks' have more in common with the extremities of fan worship, ranging from Billy Graham to Adolph Hitler, than with intellectually inspired students operating inquiring minds that are full of critical thoughts and questions. In both instances, fans of Graham and Hitler adored their heroes to the extent that they could not see them as the equivalent of cardboard cutouts who had nothing to offer but a one dimensional image, just like the film stars of yesterday and the pop stars of today.

Results derived from throwing our first pebble
After we threw our first pebble into the fabric of time, we began to document the ripples that it created.
First there came a comparative question about freedom of the airwaves in both the United Kingdom and the United States, and that was followed by a question about the imposition by others to muzzle freedom of expression in either country. Answers came from an unlikely place: A Justice on the United States Supreme Court who pointed back in time to the Seventeenth Century and a man named John Lilburne.
Additional questions arose about guaranteed individual freedoms in U.S. law that are not guaranteed to individuals living in the British Isles. Those American freedoms are in part attributable to Thomas Jefferson, and he, we discovered, is tied by genealogy to both John Lilburne and his brother Robert, who both led influential lives during the civil wars that swept the British Isles.
Eventually we took our findings into a U.S. court of law regarding the contents of U.S. textbooks which had been influenced by their British publisher who exalted fake British legal traditions. That door was slammed shut on our protests, and so we began writing and broadcasting our findings. We made sure to self-fund our operations so that we never became beholden to outside influences who sought to stop us in our tracks.
While this present work is the latest phase of our own original and progressive research endeavors, it also incorporates, with updating notations, both examples and references to previously published works that cover similar subject matter.

The Focal point
Perhaps the most difficult part in completing this work has been in the time it has taken to realize that this is not the sum total of one storyline, but a collection of stories running in parallel, and yet they are all related to the same topic.
There are now so many books in circulation that claim to reveal 'The real story' or 'The True Story' of 'Radio Caroline', with one even claiming to be a 'Radio Caroline Bible', that trying to explain why the authors of these works of pulp fiction are the worst kind of propagandists and enemies of knowledge and education, is beyond the scope of this work. Of course the curious immediately flip to'Wikipedia' to see who is telling the truth, but the 'Radio Caroline' page on 'Wikipedia' is one of the worst examples of misinformation designed to keep mindless morons in a state of perpetual darkness.
The authors of this work do not begin to pretend that they have uncovered everything that there is to know about all aspects of this very convoluted and interrelated subject. However, it is their hope that what they have uncovered so far, are enough conflicting discrepancies within the accepted versions of this story, that it results in readers verifying all information, rather than merely accepting information at face value.

In preparation for the storylines that now follow, we have included a few paragraphs of warning concerning misinformation that has been deliberately unleashed upon the general public. These are in the form of individual caveats concerning subject matter which forms unique parts of one story. However, these individual threads were never planned by one team or a single person as a unified plan of action.
Caveat regarding the British Broadcasting Corporation
The British Broadcasting Corporation (BBC) is a source of deceit financed by a license tax wrapped under the pretense of "public service broadcasting". It is in fact the purveyor of politically slanted propaganda wrapped inside a fare that is more in keeping with populist mass media commercial show-biz.
Shielding the British Broadcasting Corporation (BBC) are academic authors who provide an air of fake superiority in journalistic reporting, because the academic world has mainly fallen in line by repeating British Broadcasting Corporation (BBC) political propaganda. This deceit includes the 100% false claim made in 2022, that the British Broadcasting Corporation (BBC) reached its centenary.
For that claim to be true in 2022, the British Broadcasting Corporation (BBC) would have been created in 1922, but in fact it came on the air in 1927 via a series of licensed transmitters. Many of those transmitters first took to the air in 1922 as part of a commercial cartel of companies in association with the British Broadcasting Company Limited (BBC). It was was forced into business and then forced to cease transmissions at the end of 1926, by the British General Post Office which censored all forms of person-to-person and then scattered (broadcast) communications. However, as an entity, the cartel did not go out of business until several years later because it had hundreds of shareholders and it took time to wind-up its affairs.
The British Broadcasting Corporation (BBC) lies about its age and identity by attempting to claim that the British Broadcasting Company Limited (BBC) was an earlier manifestation of the latter entity. The only similarity is in the initials 'BBC'. However, there is a fundamental issue that is not addressed by anyone, and it has to do with the licensing authority called the General Post Office (GPO) which had forced both American and British companies into a commercial cartel in 1922. The origin of the GPO can be traced back to the new Kingdom of England formed in 1660, and then onwards through various claims to sovereignty until we get to the United Kingdom of Great Britain and Ireland.
But then an interesting sidebar occurred when the sovereignty of the United Kingdom of Great Britain and Ireland became extinct in 1923, but the British Broadcasting Company Limited continued in business. In 1926 an entity called the British Broadcasting Corporation was created by authority of the United Kingdom of Great Britain and Northern Ireland which refused to issue new licenses to the British Broadcasting Company Limited. That company went out of business many years later while the entity which also used the initials BBC continued to broadcast.
No one seems to have blinked an eye over the fact that two sovereign powers were involved, with the first one having been defeated during a war for independence which gained control of most of the island of Ireland. This 'new' BBC continues to wrap its politically slanted programming inside populist mass media trivia, in order to attract a large audience while deflecting unwelcome questions with misdirected answers.
Online sources such as 'Wikipedia', falsely claim that the earlier commercial cartel morphed into the Crown licensed Corporation, and academia which should present peer reviewed claims, merely accepts without challenge that the British Broadcasting Corporation (BBC) is free from fake news, when in fact it is wallowing in obfuscated misinformation. But then, academia seems to ignore the fact that kingdoms have been created out of thin air which last as long as it takes for another kingdom to take the place of a previous kingdom, and meanwhile, each kingdom claims legal powers which it can enforce as long as it stays in power. In the instance of the island of Ireland, its kingdom was destroyed following civil war, because that is when independence was declared and obtained over most of the territory.
The purpose of this work is to undermine the entire fake foundation of the British Broadcasting Corporation (BBC), by exposing its legacy of lies and deceit, because in this instance, that organization has also promoted the myth that 'Radio Caroline' was begun by a man named Ronan O'Rahilly who named it after a 5-6 years-old toddler named Caroline Kennedy. To accomplish our exposure of the entirely corrupt system of legal accountability in the British Isles under the majesty of the 1923 sovereign power, we embarked upon a system of self-financed publications and broadcasts several decades ago.
Why British broadcasting academia have ignored the foundational role played by Don Pierson, and exalted a mere con man named Ronan O'Rahilly, is something we are also investigating and then documenting. It is our intention to reveal who Don Pierson was, and who Ronan O'Rahilly wasn't, while exploring the actual story behind the creation of the twin broadcasting stations called 'Radio Caroline'. They were created in 1964, and killed off in 1967. Final vestiges of their existence were then removed in early 1968. They have never returned, and the original ship called 'Caroline' was sent to the scrap yards after 1968. All claims to the contrary are by individuals using the 'Caroline' name, but without any form of de jure or even de facto continuity with the original operation.

Caveat regarding British-Israelism
There are only a few academic dissertations that directly relate to the subject the British Crown and its relationship to the traditions of 'British-Israelism'. Of those inspected thus far, their common failure appears to be two-fold.
Their first and most error is in choosing to ignore the fact that at least since 1727, British coronations have relied upon references and customs relating to Ancient Israel. Their second mistake is departure from a discussion of the core issues relating to 'British-Israelism' and the British Crown. This seems to serve only one purpose, and that is to obfuscate the issues by refocusing public attention.
This misdirection is achieved by attacking sensationalist, but small fringe groups, who adopt a racist 'Identity' doctrine in order to advance a domestic terrorist agenda. These extremist groups are not supportive of the mainstream British Establishment which is centered upon upholding the British Crown as a corporation sole.
That is a major contradiction!
On the one hand, the British monarchy endorses a de facto belief in 'British-Israelism', while writers who claim British Establishment credentials attack anyone who dares to advocate acceptance of 'British-Israelism' as credible fact.
Restricted by space limitations, academic writers who engage in casting their nets so wide that they sometimes include absurd links via the importation of unverified information which has been extracted from commercial source material. By failing to perform due diligence in prior examination of imported statements, the resulting truncated dissertations then present basic errors as if they are part of authenticated work endorsed by peer review.
In practical terms, it means that some academic writers have indirectly linked people such as Her Royal Highness Princess Alice, Countess of Athlone, to the U.S. domestic terrorist Timothy James McVeigh. It is a leap in the dark without any foundation whatsoever and similar to a person consuming a McDonald's 'Big Mac,' being accused of being a member of the McDonald's business enterprise.
That form of guilt by extension is in and of itself a ridiculous conspiracy theory. Nevertheless, it is one that has been advanced under the imprimatur of academia when referencing the subject of 'British-Israelism'. By lumping every known conspiracy theory into a single pile, anyone who dares to refer to any subject that has been included under that broad umbrella of classification, is then branded as a believer in conspiratorial nonsense.
Of course, anyone engaging in the practice of derision relating to conspiracy theories, tries to avoid any reference to the actions of the U.S. Department of Justice. That agency of government frequently prosecutes members of criminal groups whose members are accused of sharing in ill-gotten gain resulting from violating existing laws.

In researching this very complicated work about 'Radio Caroline', which was originally made intentionally confusing in order to conceal commercial objectives, we stumbled across the work of the British-Israel World Federation (BIWF). It was formed at the beginning of the Twentieth Century by various groups who had individual origins dating back before the Eighteenth Century.
What these various groups had in common was knowledge of the existence of two ancient kingdoms that are referenced within the 'King James Authorized Version of the Holy Bible'. In the English language translation, one of these kingdoms was called Israel, and the other one was called Judah.
Parallel to the teaching of the various federated groups who became members of BIWF, was the rise of the worldwide British Empire controlled from London by the British Crown. The BIWF, which is still in existence, believes that the British Empire was the result of a covenant made by God with the People of Israel. The resulting British Commonwealth of Nations is the fulfillment of that promise, and it is described in the 'Book of Genesis', and thus it is celebrated with customs and traditions that are part of each British coronation ceremony.

The BIWF was brought together as a federation in 1919, by people such as Dr. Pascoe Goard. He was born in Cornwall, England during 1862; studied law in London; emigrated to Canada in1880; joined the Salvation Army; became a Methodist minister, and then he moved to Vancouver in 1906 where he became the minister of Zion Church.
That is when and where Goard first became involved with the British Israel movement. After returning to London, England in 1913, Goard helped to create an amalgamation of various groups which on July 3, 1919, became represented as a single entity known as the British-Israel-World Federation (BIWF).
Princess Alice of Athlone became its Patron, and as an organization it was not short of prominent members who were also part of the British Establishment.
This was long before Herbert W. Armstrong began his local ministry in 1931 after ordination by and existing church organization. In 1938, Armstrong first embraced the ideology of 'British Israelism' and that resulted in him being given the boot by the organization that ordained him.
Whereas Goard always held mainstream Christian religious views, Armstrong was born into a Quaker family; became an agnostic; became a member of the Baptist community; joined the denomination known as the Church of God (7th day), and then branched-out with his own breakaway Church of God congregation. A local radio station put his church service on the air, and later, to meet association and banking requirements, he registered with the State as Radio Church of God, Incorporated.

Caveat regarding clandestine geopolitics
The name of Armstrong's congregation was Church of God, which was an offshoot of a offshoot Baptist denominational group which observed the 7th day of the week (Saturday), instead of the 1st day of the week (Sunday). Many decades later, after he had formed congregations in many nations, the U.S. corporate legal name was changed from Radio Church of God, Inc., to Worldwide Church of God, Inc., but the name of his religious congregants remained unchanged as Church of God.
But when it came time for the unincorporated Church of God assemblage to purchase real estate in the United Kingdom at Bricket Wood in Hertfordshire, England on April 1, 1960, his legal representative Stanley Rader instructed British lawyers to register Ambassador College (UK) Limited with Companies House. This extensive property was eventually acquired from a property speculator who controlled a family company which had remained dormant since 1959 when the property was first obtained by a loan to a family company called Hanstead Investments Limited. Then, when a financing deal with a UK building society fell through, the dormant company which was not financially in a position to do so, then carried the loan to enable a 'flip' of the property to be conveyed to Ambassador College (UK) Limited. This is an important detail because Armstrong did not represent an entity with the means to buy the property outright. Several years later in 1967, the UK Commissioners of Internal Revenue began a long and drawn-out legal procedings against Hanstead Investments Limited which resulted in a case being heard in the High Court of Justice (Chancery Division), which in turn led to the 1974 closure of Ambassador College at Bricket Wood and the 1975 sale of the property to another buyer.
This abbreviated notation will be elaborated upon with expanded text.. It is relevant because of its coincidental time frame that parallels the Pye Plan involving offshore broadcasting; the coincidental time frame which coincides with Armstrong's major funding of offshore broadcasting operations, and Armstrong's previous involvement with the clandestine ownership of broadcasting stations operating in the interests of the US Central Intelligence Agency.

Caveat regarding investigative research
Without performing due diligence research into the origins of the BIWF, various writers have focused upon Herbert W. Armstrong as their targeted subject, and thus they have created an impression that Armstrong picked-up some obscure ideas and began broadcasting them.
One of the latest academic writers to engage in this sort of guilt by association work is Dr David V. Barrett. He received his doctorate from the London School of Economics. Barrett claims to be a former intelligence officer, but exactly when, where and for whom, he does not say in his book 'The Fragmentation of a Sect: Schism in the Worldwide Church of God'. It was published in 2013 by Oxford University Press, and in the first part of 2024, Barrett has announced that he will hold a lecture about 'British-Israelism' at London University.
Unfortunately, Barrett is a classic example of the blind leading the blind. He appears to have gathered up just about every splinter group that exists, including the promoters of domestic terrorism arising out of racist ideology.
However, by throwing everything relating to 'British-Israelism' into the same pot, he then treats it as one story. Therefore, according to Barrett's convoluted reasoning, we wonder: Since King George III indulged his British troops with the satisfaction of blowing-up the Capitol of the American Republic in 1814, would he have commended Timothy McVeigh in 1995 for killing 168, and injuring 680 men, women and children, by blowing up the Murrah Building in Oklahoma City?
Barrett is by his own work a conspiratorialist who is engaging in the spreading of guilt by association, which of course is the opposite of what he pretends to be doing with the blessings of Establishment institutions! Barrett offers no in-depth analysis of how 'British-Israelism' became such an important polemical mantra in the first two decades of the Twentieth Century. Nor is there any explanation as to why in 2023, the coronation of King Charles III was conducted lock, stock, and barrel in accordance with the fundamental basics of 'British-Israelism'.

The complexities involved in this story
One of the originating motivations that resulted in the creation of 'Radio Caroline' (1964-1967), was a plan by Charles Orr Stanley who managed the Pye Group of Companies. Stanley wanted to expand the number of radio and television stations transmitting in the United Kingdom so that his companies could manufacture the equipment that they would require. Stanley created a Pressure Group in the 1950s that resulted in a single television competitor to the British Broadcasting Corporation. Called ITA or the Independent TeleVision Authority, it retained control of its transmitters but leased its programming to contractors within specific non-competitive geographical zones.
Stanley's Pressure Group kept up its campaign, bu it merely resulted in another television channel being awarded to the British Broadcasting Corporation (BBC). He also attempted to secure licenses for superpower radio stations in both the Republic of Ireland and the Isle of Man. He was not successful. He also backed the idea of registering hundreds of local UK radio station companies in an attempt to get licenses from the British General Post Office. To give his local broadcasting plan a sense of reality, he created a low power 'Radio Cambridge'. It broadcast without a license because it transmitted a low power signal via the electrical supply system on the grounds of the 1960 Royal Agricultural Show near Cambridge.
All of his many efforts led to failure, which is why Stanley then backed the idea of putting a radio station on board a ship and anchoring it off the coast of southeast England in international waters. Its target audience was the affluent southern counties of England. He believed that if he could prove by audience reaction that there was enough support for similar stations located on land, then licenses might be issued to the companies which had already registered.
While the transmissions did attract a new and young audience, the General Election results aired on October 15, 1964, put paid to any new licenses being issued when the socialist Labour Party kicked out the Conservatives from office. It was at this moment in time that the Pye Plan had to be shelved because offshore radio was not going to achieve its objective by forcing a political change regarding Crown controlled broadcasting. On October 15, 1964 there were only two officially licensed broadcasting operations: Independent TeleVision Authority and British Broadcasting Corporation who had licenses for television and radio stations.
It was at this moment in time that the complicated company structure behind the operation of 'Radio Caroline' had to be revised. There were two ships in use but there was a federated system of management operating them through Liechtenstein. The business side of the 'Radio Caroline' operation was concealed from public view by a totally fictitious promotional explanation featuring the figurehead of Ronan O'Rahilly. This system was left in place after October 15, 1964, while a reevaluation got underway. Then something totally unexpected happened.
A competitor showed up from Texas, and 'Wonderful Radio London' began to open its airwaves to the voices of Herbert W. Armstrong and his son, Garner Ted. During 1965, the Armstrong network continued to expand in the amount of air time it purchased, and the number of stations that it signed contracts with. Surprisingly nothing much was uttered in the public forum by the British Crown Establishment concerning Armstrong, but it raised suspicion about whether the source of funds that flowing into his bank account were originating with assets attached to the U.S. Central Intelligence Agency, (CIA).
As if that was not enough of a problem for UK law enforcement, the US Crime syndicate had become involved in the related British music scene, and on the home front the Kray Twins had teamed up with American contacts. In the end, it was the headline grabbing actions of the Kray Twins that brought the era of British offshore radio to a close. The British Crown Establishment realised that this situation could not continue, and this led it to the enactment of the Marine Offences Act which became law at midnight on August 14, 1967.
